The Petroleum Institute is a decentralised public body of the federal government, created on 23 August 1965 out of the need to keep abreast of technology, to relate educational plans to employment policy, technical knowledge and higher training for workers, and to advance the techniques bound up with the development of the petroleum, basic petrochemical, derived petrochemical and chemical industries. Its fundamental aims are to create programmes of basic and applied scientific research, to train researchers, to develop technologies applicable to petroleum engineering and to train personnel at every level.
In the eighties it began decentralising its activities to other parts of the country and the La Reforma industrial park was built, which now houses important laboratories. The North-West zone was created as a means of promoting the institute's technological services and widening its market, essentially in Nuevo León and Coahuila
